Adding the sample workflows

What about adding the sample workflows? We can have a TX route and a general linting/testing option?

We could provide sample workflows in the bootstrapping process (like we do with the Makefile and README). But by functionality I mean things like:

• Bootstrapping a new translation: manager bootstrap (or could be "init") language
• Updating the gettext files from the upstream (using pomerge in the background): manager update
• Linting with our preferred tool that we pin: manager lint

A meta tool that brings everything useful for translations in one interface.

Also, the workflows could just use the manager as well. That way we can do everything locally and on the GH runners.

And it could eventually replace the Makefile we have in place, but that's just a thought for the future.

The workflows already use a script for the TX pulling, config generation, etc. I'm not quite sure there is any need for a manager there.
